However, experts were, by and large, appreciative of the informal waste recycle management initiatives in Brazil as they had helped raise the catadores' position in society, increase the country's recycling rate, and led to economies of scale. "For all these reasons, informal recycling has the potential to be a form of sustainable development... What is needed is a commitment from governments to support garbage scavengers by ensuring that they are not exploited or ostracized, and by providing them with essential social services,"7

said Medina, advocating the need for other countries to adopt such a system.
