Abstract
The case discusses eSeva (Electronic Service), an e-government project initiated by the state government of Andhra Pradesh (GoAP) in India. The eSeva project aimed at integrating and offering a wide range of government to citizen (G2C) services at a single location. The case highlights the objectives of the eSeva project. It provides detailed information on the implementation of the project, its IT architecture, and the hardware and software used. The case describes the G2C services offered by the GoAP and the benefits reaped by the citizens and the GoAP after the implementation of the project.
Major developments in information technology (IT) at the end
of the 20th century had transformed the lives of citizens in India. Improvements
in telecommunication infrastructure in the country had led to a significant
increase in the use of the Internet, particularly among urban citizens. Several
banks mainly those in the private sector had launched Internet banking services,
enabling citizens to view information and conduct banking transactions online.
Some businesses had also started conducting B2B transactions
online, thus reaping cost benefits and making their value chain processes more
efficient. The Internet had also emerged as a means for various state governments in India to provide online services to citizens. As citizens became more familiar with the use of the Internet, these governments began to provide more information and services online. The GoAP was among the first state governments to launch e-government initiatives to utilize the power of IT for the benefit of citizens.
In 1999, N Chandrababu Naidu (Naidu), the chief minister of
AP, laid down the vision for AP, known as Vision 2020 (Refer Exhibit I). This
vision included a mission statement for IT and e-governance: "Our vision of AP
is a state where poverty is totally eradicated, where every man, woman and child
has access to not just the basic minimum needs, but to all the opportunities to
lead a happy and fulfilling life, a knowledge and learning society built on the
values of hard work, honesty, discipline and a collective sense of purpose."
Vision 2020 also introduced new e-government projects,
clearly articulated a time-bound plan for the implementation of these projects,
and accelerated the pace of e-government projects already undertaken by the GoAP.
