INTRODUCTION

 
In March 2019, Arnaud Marion (Marion), executive chairman of The Smovengo Group (Smovengo), the new operator of the Paris-based public bike rental system, Vélib’ , announced that for the month of March 2019, Vélib’ had 163,000 subscribers with 60,000 daily borrowings. These indicators were far behind the 300,000 subscribers and 100,000 daily borrowings in 2017, when Vélib’ was being operated by its previous owner and outdoor advertising agency, JCDecaux Group (JCDecaux). The declining figures were attributed to the quality of the service rendered by Smovengo.
