Odisha
The eastern state of Odisha was vulnerable to many disasters. Due to its sub-tropical littoral location, the state was prone to storms, tsunamis, and tropical cyclones. Its coastal plains were the alluvial deposits of its river systems. The rivers in these areas had very little carrying capacity due to heavy load of silt, resulting in frequent floods.
High population density, encroachment on the flood plains, weak infrastructure and mud houses, and poor socio-economic conditions increased the vulnerability to floods. It was reported that out of the total geographic area of 1.5751 million hectares, around 0.14 million hectares was prone to floods. Frequent cyclones accounted for a large number of deaths, loss of livelihood opportunities, severe damage to infrastructure and loss of public and private property thus critically reversing the developmental gains in the state.
While several cyclones had affected Odisha in the past, the 1999 cyclone termed Super Cyclone had the worst impact on the state in terms of loss of human lives and livelihoods, and damage to crops and infrastructure.
