Introduction

In March 2009, Vivek Kundra (Kundra), then Chief Technology Officer (CTO)³ of the District of Columbia (DC), was appointed to the newly created position of Federal Chief Information Officer (CIO)⁴ of USA.

Though he had a less than two-year tenure as the CTO at DC, Kundra was widely credited with having ushered in a new era of experimentation by democratizing data and providing an open, participatory government wherein citizens could access government data and hold the government accountable for its operations.
