Abstract
This case explores the chaos caused by the widespread flight cancellations announced by Indian passenger airline InterGlobe Aviation Limited, popularly known as IndiGo Airlines (IndiGo), during the peak holiday season of 2025. The cancellations disrupted India’s airline network and raised questions about the regulatory oversight by the Directorate General of Civil Aviation (DGCA), India’s aviation regulatory body, in implementing the revised Flight Duty Time Limitation (FDTL) rules. This policy shift by the DGCA, created to promote pilot welfare, went against the IndiGo model. The mass flight cancellations and delays caused turmoil in the world’s third largest domestic airline market. Reportedly, during the IndiGo meltdown, around 3,000 IndiGo flights were cancelled and many delayed, leading to widespread chaos and around 300,000 passengers being affected across the nation. However, when the DGCA imposed a penalty of Rs. 22.24 million on IndiGo, but postponed the implementation of revised FTDL rules to February 2026, the ruling did not go down well with industry stakeholders. They criticized the DGCA for failing to fix accountability and adequately address passenger welfare. Critics argued that the penalty would cause barely a dent in IndiGo’s revenue, and that extending the deadline had uncovered how the DGCA’s regulatory had contributed to creating chaos in the hyper-sensitive aviation market.
