Abstract

In 2013, the National Academy of Defence Production (NADP) undertook a critical project to recruit 1,514 Chargemen (Supervisory Diploma Engineers) across 12 disciplines for the Ordnance Factory Board (OFB), which was struggling with a severe manpower shortage. The recruitment process attracted an overwhelming response, with 300 applicants per post, making it one of the most competitive exams. To manage this scale, NADP outsourced key elements to two vendors: the Question Paper (QP) agency and the Venue Management (VM) agency. The first phase of the exam, covering two disciplines, was marred by numerous issues, including poor venue selection, delayed question paper delivery, and inadequate facilities.

Mohan Pai, Director of NADP and project coordinator, faced significant challenges in ensuring the smooth conduct of the exams. The vendors' performance was subpar, leading to delays and confusion. Pai had to decide whether to continue with the same vendors or find new ones, balancing the need for timely execution against the risk of further complications.

Pai's dilemma was compounded by the contract design, which prohibited direct interaction between the vendors. He had to navigate these constraints while addressing the logistical and operational issues that arose. Ultimately, Pai allowed a meeting between the vendors in the presence of a Coordinating Officer to improve coordination.

As the second phase approached, Pai implemented several corrective measures, including better venue selection, color-coded question papers, and real-time tracking of exam materials. These efforts paid off, resulting in a smoother execution of the second phase. Pai's proactive approach and willingness to adapt were crucial in overcoming the challenges and ensuring the project's success.
