Introduction

In November, 2014, Mohan Pai (Pai), Director of the National Academy of Defence Production (NADP) and coordinator for the recruitment project of diploma engineers at the Indian Ordnance Factories, decided to conduct the recruitment exam in two phases after analyzing the level of preparation for the project. Pai had earlier postponed the exam from the original date of September 28, 2014, as necessary arrangements could not be made for the unexpectedly large number of applications received. He had planned to conduct the exam on a single day in two shifts as suggested by the Venue Management Agency (VM Agency). But he could not reach an agreement with the Question Paper Agency (QP Agency), which said its task would double if the exam was conducted on a single day in two shifts. Added to that was the confidentiality clause. Pai was left with no choice but to conduct the exam on two days. The first and second phases of the exam were scheduled on December 07, 2014, and February 15, 2015, respectively..
