Introduction
In 2022, when Jane Fraser (Fraser) (she) CEO of American multinational banking major Citigroup Inc. (Citi), announced that the bank would achieve a crucial profitability target – Return on Tangible Common Equity (ROTCE) – of between 11% to 12% by 2026, little did she think that she would roll back her target. In February 2025, Fraser stated that she had revised the ROTCE target to between 10% and 11% for 2026 as the bank was struggling to cut costs. She added, “This level is a waypoint, not a destination.
