Introduction
On September 08, 2014, the recruitment for the selection of 1514 diploma engineers at the Indian Ordnance Factories (IOF) had to be postponed as the necessary arrangements could not be made for the number of applications received and as the vendors involved stated that they had problems in conducting the test on the scheduled date. A national level written test for the recruitment was to be conducted on September, 28, 2014, in 15 cities of India. The number of applications had far exceeded estimates and had upset the logistics that had been worked out. Mohan Pai (Pai), Director of the National Academy of Defence Production (NADP) and coordinator for the recruitment project, had to take a decision on the conduct of the test keeping in view the number of applicants who would be affected and the reputation of the organization.
